The responsibility of the elite or the educated class is to feel what is expected of them and to assume their roles in order to move their country forward, because they are not playing their role as they should in our Arab World. To go further, we note that ideology is always present in the Arab scene and the emergence of this or that discourse; Therefore, we are not surprised by these practices and, therefore, the spread of evils such as bigotry, racism and corruption, and they continue to erode the Arab body.
In light of this suffering, the Arab human being is afflicted with an internal conflict, where the ego is inflated and the reality of weakness, and thus evaluating history selectively and devoid of objectivity, leads without no doubt a loss of confidence.
Yet globalization as approach, thought and reality supports such an approach, and so in this context, those who contemplate its repercussions and consequences, and far from ideological enthusiasm or emotion, clearly see its ability to destroy premises and certainties, and weaken them to the domination of the traditional and the habitual. This does not mean that it is devoid of negatives, but it has helped to bridge the gap and shape the topography of the traits of the person of this age, and has tried to detach him from the restrictions and obstacles that bind him.
The starting point and goal of development has become the human being, and this modernity and development must be shaped by the efforts of individuals who live within society, not from outside. The development process must also take into account the rational and ethical dimensions of human beings in order to release their energies.
This equation is enshrined in the institutions of civil society, which have become in our Arab world, providing a platform for voices that prevail over the interests of the nation, or so it is meant to be, and push to to fight against corruption, to preserve the rights and to the cohesion of the home front in times of crises, pressures and wars, in particular in the presence of a reference which provides the legislative and legal framework; This helps civil society to play its role independently. They also fight favoritism and promote accountability; This prevents the emergence of institutions of a tribal or sectarian nature, or being exploited by third parties or by currents with suspicious activities. These are obstacles to building civil societies, and these are bitter facts of the state of our Arab world, and they are no longer hidden from anyone, especially in the presence of governments unenthusiastic about the existence of such institutions. , although the importance of civil society institutions lies in the process of monitoring and pressuring governments on issues of concern to society. We also note that in democratic countries, which, according to the nature of their constitutions and their political and social entity, create this state of balance, where the relationship is organized within the entire fabric.
